Executive Summary

The Junk Mail Reporting Program (JMRP) is Microsoft’s dedicated Feedback Loop (FBL) service. Whenever an Outlook.com, Hotmail, or Live.com subscriber clicks “Report Junk” or “Phishing”, Microsoft wraps the offending message in RFC 5965 Abuse Reporting Format (ARF) and forwards it to the sender’s designated ingestion mailbox for immediate, automated suppression.

The JMRP Feedback Architecture

Maintaining high inbox placement across Microsoft’s consumer domains (Outlook.com, Hotmail, Live, MSN) requires honoring user sentiment with zero latency. If a subscriber indicates that they no longer wish to receive email by clicking the native “Report Junk” button, sending subsequent mail to that recipient destroys sender reputation.

Microsoft’s Junk Mail Reporting Program (JMRP) automates this feedback loop:

  1. A subscriber receives an email and clicks “Report Junk” in the Outlook web or mobile client.
  2. Microsoft’s boundary systems generate an email notification encapsulating the original message and send it to the administrator’s designated JMRP processing mailbox.
  3. The sender’s automated suppression daemon parses the complaint, extracts the recipient’s email address, and permanently suppresses the subscriber across all campaigns within minutes.

Deconstructing the JMRP ARF Complaint Payload

JMRP transmits complaints using the standardized Abuse Reporting Format (ARF, RFC 5965) as a multipart/report MIME message:

JMRP Incoming ARF Complaint Message multipart/report; report-type=feedback-report
From: staff@hotmail.com
To: fbl-ingest@example.com
Subject: Complaint about message from 198.51.100.25
Content-Type: multipart/report; report-type=feedback-report; boundary="BOUNDARY"

--BOUNDARY
Content-Type: text/plain; charset=US-ASCII

This is an email abuse report for an email message received from IP 198.51.100.25 on Mon, 27 Oct 2026 18:30:00 UTC.

Step-by-Step JMRP Enrollment & Network Delegation

Enrollment in JMRP is managed within the same unified portal as Microsoft SNDS:

  1. Access the Smart Network Data Services (SNDS) & JMRP portal using an authorized Microsoft Live ID.
  2. Navigate to the JMRP section and select “Add Network”.
  3. Specify the CIDR netblock or individual dedicated IPs deployed on your MTA cluster.
  4. Enter the destination ingestion email address (e.g., fbl-ingest@yourdomain.com) where ARF reports will be delivered.
  5. Confirm verification via the automated authorization email dispatched to the network’s WHOIS abuse point of contact.

Automating Complaint Ingestion & Suppression

Manual review of JMRP emails is impossible at scale. High-throughput sending infrastructure must employ an automated IMAP/POP3 daemon or local pipe script:

  • Instant Header Extraction: Parse the message/feedback-report part to extract Original-Rcpt-To. If redacted, parse custom identifier headers (such as X-Campaign-ID or List-Unsubscribe) from the attached message/rfc822 payload.
  • Zero-Tolerance Database Suppression: Immediately write the address to a global suppression table. If another message is transmitted to that address within 24 hours, Microsoft’s SmartScreen engine interprets it as intentional harassment.

JMRP vs. SNDS: How the Two Microsoft Systems Pair

Attribute Microsoft SNDS Microsoft JMRP
Primary Function Aggregated reputation monitoring & health reporting Granular, real-time complaint notification
Delivery Mechanism Web portal & automated daily CSV export Real-time individual ARF emails to your inbox
Data Granularity IP-level aggregate volume, trap counts, filter colors Individual recipient complaint events & message headers
Operational Action Strategic traffic shaping & warm-up pacing Immediate automated database suppression
